Regular license can be use in a single domain at a time. But you can reuse the license after deleting the previous installation.

Yes, you can use the UI for site other than zCart but remember the license allows to use for single site only, you can not use on multiple sites. The app may need some adjustments before you can use it for other site.

Yes. You can use the license without any extra cost.

With a regular license, you can install the script in only one place at a time. But with an extended license, you can install the script in as many places as you want at a time. You can see the detail difference from here.
